Is it the drivers, bad card,or something else?

I've had some problems while building my computer. I managed to solve them all except now my graphics card has been having some problems. It appeared to be working correctly, but then while I tried to launch a game my system crashed. So I looked into System Information and it said that my card only had 1gb of memory when it has 2gb. It also had some display artifacts. I got the most recent drives from AMDs site and it had the same problems. I then uninstalled all drivers and re-installed with the most recent mobo drivers and video drivers. Still had the same problems. So I updated to the most recent bios and still the same problems occurred. I took out my card and made sure it was placed in properly and power connectors were correct and it was all good. My build is:
MSI 990FXA-GD65
AMD FX 4350
Gskill f3-12800CL9D-8GBRL 2x
XFX Radeon HD 6950
M2 Silent Pro 620W
Seagate Barracuda ST1000DM003 1TB

Doing another fresh install as I type. And if it doesn't work I'm going to put it into another system to test it out. Any input or advise I'd really appreciate.
