Hard Drive not powering on

Hi,

My external hard drive wouldn't power on. So I removed the hard drive from the case and attempted to plug it into my PC. However the PC won't power up with the hard drive attached.
It's an IDE drive and i know the PC cables and power are ok as the PC powers up fine with another IDE disk plugged into the cables. How can i get the data off this hard drive?

There is no noise at all (which is what first prompted me to take it out the original external hard drive enclosure) so I'm assuming the PSU fan is not spinning. I will look at the fix link you posted and report back.
