Guys I want to know if this parts are good enough to play games like bf4, far cry 3, metro last light and so on.

My soon to be specs are:
processor: I5 4570
Mobo: Asus h87m e
Memory: 8GB dd3
GPU: Gtx 760 palit jetstream 2gb ddr5
PSU: coolermaster gx650w
HDD: WD Black 1TB
Casing: Coolermaster HAF 912
Monitor: Viewsonic 22 inch 1920x1080

I cant decide whether I should go for Windows 7 64 bit or Windows 8 64 bit

I dont not intend to overclock my cpu.

Nope, it has been proven that it uses less resources than Windows 7, performing better and using less space.
About the rig, I'd change the GPU for another brand like ASUS, MSI or EVGA..

Yes, they are good quality too!
But I'd go for a R9 280X which is about 40$ more expensive and better, since it performs like a GTX770

PD: The R9 will have Mantle support, which will be better at a lot of games, including BF4

Cheers mate! :) thanks for the suggestions but due to my tight budget I have to stick with the 760 :(

If you overclock using BCLK it also throws the RTC out of whack, so benchmarks on Windows 8 can't be used.

Those same benchmarks that show it uses less resources, ironically, came from BCLK based overclocks compared to BCLK based windows 7 overclocks.

So, in all honesty, it's not faster, as the reality is the time stamps were messed up, and no newer version of Windows ever uses less resources.

HD7950 is also on your budget, you might want to consider buying that! I really like the new stuff AMD is bringing!

Well, didn't know about those benchmarks, but it's not like Win 8 sucks or anything, it is just matter of getting used to it :)
