its restart again and again .even the window cnt open and bios/cmos setting cnt open.

my sony vaio laptop with configuration:
Ram 4gb
Processor i3
Hd 512gb
I cnt open my laptop even windows cant able to start up .And the bios/cmos settings also not open after pressing (del) .
I try to boot my system but its never pick any peripheral devise(usb/dvd).
pleas3e tel me the main issue of my system

What is on the screen once you power ON?

empty your cd/dvd drive and remove all other usb devices except mouse and keyboard if that doesn't work, then you have to reinstall windows.
