Foxy proxy is good but i suggest a VPN, it's much faster, safer and you can download safely using it. I reccomend CyberGhost VPN, pretty good speed, i've been using it for a while now. Unless you meant free internet, then i'm not sure that's possible.

Adding a proxy will not allow you "free" Internet access. You still have to connect to a network. Typically, the only free access is provided by businesses (to their customers), schools (for staff and students), libraries (patrons), etc.

So, please clarify what you are trying to accomplish.
