Simple solution - don't use internet explorer! Okay, all joking aside, I would recommend re-installing it by downloading it from a computer that has a good connection so you can pull in the most recent version from Microsoft, loading it to a memory stick, and then reinstalling it on your PC. That would take care of the possibly corrupted version you currently have and would upgrade you to the newest version.

That sounds easy as you say,but I don't know how to download internet explorer to a memory stick. I have memory sticks but have no idea how to download to one.

If you plug a memory stick into a USB port a PC will recognize it as extra storage. You can then download the internet explorer file, cut and paste it to the memory stick drive, and then from there remove it and place the memory stick drive into your "broken" PC. Cut and paste the internet explorer file to your desktop and then run it.
