This will overclock well, run cool, quite, and it will be very fast. It's a tiny bit over budget, but it's worth it for the CPU cooler that can handle heavy OC

No problem, I've heard it's quite hard to get good prices on PC parts on the continent.

These parts are a bit cheaper, and you should be able to find them, if you have any trouble, I can suggest some more.

Asus make good motherboards, and the 212 Evo is the "go to" cheap cooler on almost every computer forum.

You should be able to OC quite high, but you have a very low budget so it's the best I can do while still having quality parts for the rest of the PC.

Would it help if I spent 60$ more (the money for the hard drive) on a better cooler or mobo?

Yes, you could get either of these which are very quite and cool very well, they're basically the second best option for cooling, the first being a custom water cooling rig, which can cost anywhere from $150.
