I bought a PowerColor HD7770 GHz Edition 1GB GDDR5 (V2) for around 80$. I was looking to buy a new gaming desktop for no more than 300 or so that would be able to run games like skyrim, LOL, and WOW in at least high setting with no lag. Where should I start? Should I return the 7770 card before its to late and use that money for a higher budget of around 400? I really need help. Someone please help me quickly. Oh and I already have a monitor.

Hello.
Do you also need an HDD? And what resolution are you playing at?
Edit: this is the best thing I could do:

Motherboard: ASRock FM2A75 Pro4-M Micro ATX FM2 Motherboard ($69.97 @ Outlet PC)

this plus your GPU makes it a $400 PC :)

I'm not an Expert so don't take my opinion as a very accurate result, but i would say around 30 - 45FPS.

You will get 35-40 FPS on Ultra settings in all games (Skyrim and WOW). LOL is not a game that is demanding (and you would get 60+ FPS easy).

Thanks and I should keep my GPU right? I would also like a monitor for a new budget of 450 and is my graphics card good for 80 dollars and also is this a good case for this build? http://www.newegg.com/Product/Product.aspx?Item=N82E168...

The case is fine.
7770 is a nice card.. but i recommend a minimum of 7850 for these games.

I am confused now.
What's your budget again for what parts?
And this case at $85, I don't think it would be a wise move while you have a so tight budget...
edit: As you can see I posted to you that your GPU is enough for these games (unless you didn't click on the words to see the charts).
