Building Gaming PC Specialized for Skyrim

I am in dire need of help building a gaming PC for less than $700 that can run Skyrim at optimal settings with many mods installed. I am very new to PC building and gaming so I have almost no idea what I am doing. So please provide me with any PC builds or recommendations as to how I should approach this. Thank you.
