Cooling through direct contact

most, if not all, coolers that I know of have a plate that connects to the cpu (or gpu) via a thermal paste. I was wondering if anyone ever thought of using some sort of seal to directly cool the component with water rather than a solid to solid connection. I know exactly how dangerous it would be if there was a leak, but surely we're a smart enough society to design a foolproof method of doing this. Honestly, I personally think the only challenge to this the sheer thinness of a cpu/gpu which will make it hard to create a good seal for it. But if you were to create a suction cup type seal on the top rather than the side, shouldn't we be able to achieve a much better watercooling solution? The problem then would be how efficient the radiator could cool the water.
