Please Compare [1] i3-3227U vs i3-350M Processors and [2] AMD Radeon HD 7670M vs ATI Mobility Radeon HD 5470 Graphics ?

[1] Which is better processor of these two:

Intel® Core™ i3-3227U Processor (3M Cache, 1.90 GHz) OR
Intel® Core™ i3-350M Processor (3M Cache, 2.26 GHz)

My Dell laptop is to be replaced with either same or higher configuration. So Dell has offered replacement of i3-350M by i3-3227U.
I tried to compare them on Intel website http://ark.intel.com/compare/72057,43529

i3-3227U seems to be better than i3-350M. But i3-3227U has clock speed of 1.90 GHz whereas i3-350M has 2.26 GHz. So is i3-3227U still better ?

[2] Which is better graphic card of these two:

AMD Radeon™ HD 7670M OR
ATI Mobility Radeon™ HD 5470

Dell has offered replacement of 5470 by 7670M.

Please, if possible, answer in terms of both performance and power consumption.

well you are comparing a mobile gpu/cpu with a desktop gpu/cpu

mobile cpu/gpu's are more expensive
and whatever the price is of the component
you can get a better performance per unit price with a desktop component of the same category at equivalent price

I think that you MIGHT want to look again. Those are all mobile parts.
The answer is that the the i3-3227U and the HD 7670M beat the snot out of the other two by a large margin (especially the HD 7670M vs the HD 5470M). The power consumption will be similar because they're newer generation parts despite their increased performance. If Dell offered you that replacement for no extra charge, I wouldn't think twice. As for that clock speed, the i3-3227U is much more efficient than the i3-350M because it's two generations newer. The clock speed is only relevant when comparing two CPUs of the same type.

In terms of performance, the i3-350M is better. But it uses more power than the newer i3-3227U

HD 7670M is much better than the HD 5470
