What I need to know now is how does this mobo use 1866 RAM? In the specs on Newegg it makes it seem like you need to OC something. Please help me understand what is meant by this.
Also, what is a better choice: 4 x 4GB RAM cards or 2 x 8GB RAM cards? Any other comments or suggestions are appreciated.

1866 is the stock speed, it will function at that speed right out of the box. What the OC means is that the board will let you overclock them further than that, it doesn't mean you have to OC it to achieve that speed.

So the board is already capable of utilizing 1866MHz RAM out of the box or do I need to change something in BIOS?

Nope, they'll work right out of the box.
