Youtube video stops occasionally

Is this youtube? Or my connection?
Every few videos, the buffering bar stops and the video stops for like 5 seconds for it to load.
I dont think it is my connection though, because after it starts again, the buffer goes super fast.

It's youtube. If you are using Firefox/Chrome you can try using the Youtube Center addon which will help with this problem.

I am using chrome, is everyone experiencing this occasional stop? Is it because of the DASH or something?

That's exactly it, and Youtube Center has an option to disable it so you can load the entire video at once!

Yes. I don't think youtube will fix it though, they may have implemented it to save costs somehow.
