In raw performance the 4670 is a little faster, the HD 4600 has the advantages of being directx11 compatible and using less power since it's an on die chip.

There is no comparison between integrated graphics processor and dedicated graphics processor .

Between an old dedicated budget gaming card and a modern integrated gpu there is a comparison. For example the Intel HD 4000 performs close to the 7600 GT from a few years back. Intel's integrated graphics are improving, that's for sure.

Discrete graphics cards are the way to go for games but if you are building an HTPC the HD 4600 integrated solution works very well. I prefer it to my AMD card for my home theater, the setup was easier and is less buggy in use. For gaming the HD 4600 just won't cut it however, at least with the higher end games I like.
