How do you make a legit app for android on a computer?

So you would be able to put it on the android store and sell it. How do you start to make one, how do you design one. All basics and advanced stuff.

5. Test it
6. Fix it
7. Repeat 5 & 6 several dozen times
8. Find out there already is an existing app that does exactly the same thing. And it's free.

There are a zillion online tutorials in every language possible. As well as free development environments for everything.
Or you can spend several dozen thousands of dollars going to college to learn.
