I made this channel art using photoshop and I would love to know if any of it was copyrighted?

Then I would at least credit the rightful owners in the description of one of your videos. Something along the lines of "I do not own the rights to so and so and so and so belongs to whoever" Copyright is a very vague subject and wording is key in avoiding any trouble.

And what is the penalty for breaking copyright rules on youtube?

Do you have to? No

As for penalty's you will typically get a message requesting you remove any infringing content. Failure to do so will require the folks at google to remove it and possible ban your account, either temporary or permanently.

So is the channel art copyrighted or not?

I wouldn't consider it to be, so long as you don't claim the characters in the art if your own.
