Will the FPS be capped on 60 with a 144Hz monitor and v-sync turned on?

I've heard that some people say that the FPS is capped on 60 with v-sync on a 144 hz monitor, and some say it's capped on 72.

Which one is right?

No

Vsync will cap it at 144hz then. Only issue is getting that kind of frames per second in a game. So the vsync will scale it down to the closest match if it falls below 144. Could be 72 or even 108 etc etc.
