My questions
Can I get away with another new GPU or is it time to upgrade?
is the i7 system overkill w/o enough GPU?
will the I5 build not be enough for my productive uses?
does the increase in core count help anything with current gen of CAD packages?
am I completely off my rockers since I haven't done this since 08?

Budget Range: 400 max for upgrade, 1400 max for new build

And Most Importantly, Why Are You Upgrading: My main boot drive is getting small; I have to keep an eye on what’s installed. I can no longer run current games on ultra-settings. My FPS nose dives in any of the total war games when it rains. The itch. It’s cheaper than upgrading / replacing my car. Multi-screen gaming sounds cool. I'm board at work. I want to not worry about working my computer If I have to do work on it

I figured that the i5 build was the least crazy of my build options.

Gaming is important but I was look to have my gaming machine be a decent engineering workstation in case I have to start using it as my primary design computer. a lot of analysis programs look to require an extra licences to use the GPU for computing. with the i7 build i was looking to hedge my bets on that front.

Also I was looking for an excuse to get an EVGA motherboard. I've enjoyed the dealings I've had with my current set of hardware. I also like the Idea of the larger motherboard to take better use of my current massive case. all the bells and whistles they put on the higher end boards look cool also
