VGA cable with HDMI/DVI monitor ?

The monitor of my surveillance cameras system just broke up and i need to replace it. Problem is that the source PC of the cameras only has VGA output and the monitor i will be buying only have HDMI and DVI inputs.

So my questions are:

- Is it possible to output VGA from my PC, use a VGA cable between the PC and the monitor and then use a VGA to DVI adapter to hook it to my monitor ?
I've seen people who says this is possible, and others that says you can't do it because VGA is analog and DVI is digital

- Is it possible to use some sort of USB to HDMI adapter to get HDMI-OUT on my PC that has only VGA output ? I've seen a lot of these things being sold online, but everytime it always has bad comments about quality and reliability.
Note: can't add a video card to my mini-itx PC

No, my DVR-PC doesn't have any video card. I use Intel BOXD525MW.

I haven't purchased the new monitor yet. I would prefer to avoid VGA monitors unless it also comes with a DVI or HDMI input, because i will end up upgrading my DVR-PC to something HDMI-capable, sooner or later.

So i guess i need a monitor with a DVI-I connector but i haven't found any. On newegg, most of the monitors are listed as DVI-D. The only ones i found matching my criteas are these ones:

They're listed as DVI but it doesn't say wether it's DVI-I or DVI-D.

My criteas are :
- Known brand with at least 3yr warranty if possible
- Between 18" and 20"
- VESA mount 100x100 or 75x75
- Around $100 budget
- Shipping to canada
