No video signal - New Computer build with new graphics card

Hi. Just built a new system, replacing my old mobo and CPU. My monitor connects into a VGA out, but the new motherboard has no onboard graphics card. Didn't occur to me to check this beforehand. I bought a $30 graphics card so I'd have something to plug my monitor into, but when I start the computer for the first time, nothing happens to the monitor. The new graphics card comes with a DVD with display drivers, but nothing happens when i run it. Obviously, I can't set up my computer if I can't connect a monitor to it. I'm not sure how to solve this problem. Seems like a catch 22. Can anyone help? Thanks!

Switched to the other PCI x16 slot. No change; still no signal to video. The specs say the card requires 300 watts or greater power supply with a minimum of 18 amps on the +12 volt rail. Not sure what that last part really means, but I do have 430W power supply, and so now am wondering if a bigger power supply is needed.
