I need to make a pc that can run Zbrush and blender as well as some gaming. The circuit I am on has only about 300 watts to work with. The circuit sadly cannot be changed at this time.
Budget is around $1500.

Is it possible to set some kind of power limit on the cpu and gpu to help get the
power down below the 300 watt mark?
Let it be known that though I have done some research this is my first time actually building a desktop. So I might be deluding myself on what is possible.
