Building a gaming computer with budget up to $1600

Hey guys, I'm looking for a computer build for gaming. Right now, I have a touchscreen computer which is horrid for gaming. I don't have no clue about computer parts and such, and I'll be having a friend build it for me once I get the parts.

I'd like to have a computer that would be able to run most games on highest settings, more FPS, and less loading time.

My budget is $1200-1600. I like having a lower and higher end option. Sorry for my total computer-building noobness! I really would appreciate any help with this matter! Thanks!

NormH's i5 build would be awesome. If you're only gaming on 1080p you could get a lesser video card and a bigger ssd. The R9 290x would be massive overkill for a single 1080p monitor.

I'm a big fan of i7s, but I'm not a fan of using video cards in SLI or crossfire. That's a damn good price for a 7950 though. One 7950 could handle 1080p gaming pretty well IMO.
