1920 x 1080 not able to be displayed PROBLEM

For some reason I cannot get a clear 1080p resolution on my computer. My graphics card is listed below, I am using its HDMI port and the HDMI port on my monitor. Could it be that my motherboard just doesn't support that high resolution? It isn't the most up to date motherboard so I could understand. Please help me out, thanks!
Here are some specs

-Monitor 24in 1080p LG TV

MY PC SPECS - Hp pavilion p6 2316
-6gb ddr3 1600mhz Ram
-AMD a4 3420 dual core apu
-XFX Radeon 6670
-500GB HD
-Windows 8
Edit: I took a screenshot of what my monitor looks like in 1080p. It looked awful on my monitor. There was a black border running all around the blurry image, I then saw the image and it was perfectly clear, what is this madness http://gyazo.com/abf94a0b6546e625d93501e35e39e28b
 
check your tv spec online see what the max rez is for pc input and see if in the tv menu it set. see if there are drivers for windows for the monitor if not connect the port to the gpu and under display settings make sure the checkmark is off that says hide video setting my monitor cant display and see if the higher video settings show up.

Windows wont install the inf, it shows up in notepad. I'm not sure what program I should use to open it.
