Need new Gaming CPU and MOBO budget of 1500 with Wiggle Room

So lately, I upgraded to a GTX 780, but many times, my frames drop down to well under 30 in simple games like league of legends, and world of warcraft. I am at the conclusion that my CPU is holding back my system. I currently have a Intel Core i7-2700K CPU @3.5 (8cpu), ~3.8 GHz. I am really confused because all of the new processors from intel seem to have very similar ratings to what I have now and I don't know what to purchase as an upgrade. I am looking for a 4k series i suppose although if someone has practical advice that it wont be worth it I am willing to take good advice. League and WoW aren't the only games that I play but I figured those would be the ones that could run with the highest framerate on my 780.
 
no reason your cpu shouldn't be able to handle it with that video card and going to a 3xxxk or 4xxxk series is only going to give you a small percentage boost.

Easy way to see if your CPU is being maxed it run like openhardwaremonitor or hwinfo64 and turn on logging and see what your CPU usage is vs your GPU usage vs memory usage, etc. You should be able to tell what's maxing out and what isn't.

I don't understand what is holding back my gfx card then. Any other suggestions?

For example, my wife's PC has a 770 and i5 but current Generation and gets consistently higher frame rates than my 780 for whatever reason. I have used two different 780s so it's not the gfx card.
