I am trying to build myself a PC between 650 and 700 dollars. The specs I have found for a $600 PC recommended setup are as follows. (I want to be able to play games like BF4 and Skyrim with little lag)

I'm saving money because I don't have a monitor, keyboard or mouse.

the above build with the 7970 would be a bottleneck with a fx6300. Aim for a fx8320/8350 or if u go with intel then aim for something like i5-4430/i5-4570/4670k. Pls give ur budget and we would be able to help u much specifically. :)
