Do you know a really cheap build for my fathers pc?

My dad wants a new pc and I told him I can build him one for cheap. He wants it to be like 200-400 dollars. The monitor we already have. Only think he does on the computer is browse websites and look at stock trades, so he is not a heavy user by any means. I would prefer it to have an ssd so everything can run fast for him. Ssd is enough no hardrive is needed.
