Are these systems good for gaming?
AMD FX8350
MSI HD7850 Twin Frozr OC 2GB DDR5 256BIT
MSI AMD 970A-G43 Motherboard
And do both cpu and gpu can run high setting games? Thanks

Those are good starting components.
My only suggestion is you should go with a 3GB graphics card with the increasing popularity of VRAM in games today.
That CPU and GPU should be able to run games today on high settings with a little overclocking, yes.

The CPU can, the GPU will struggle with AAA titles like BF4, Crysis 3 and the like. It will run them, but not at their highest settings. If you can stretch to a 7870 GHz Edition/R9 270(x) or the like you will have better performance.

Then, if I downgrade the cpu to FX6300 and made the gpu with HD7850, is it okay?

3GB graphics you mean the HD79XX series?
With a little overclocking, both of them need to be overclocking and will run games with high settings without bottleneck?

Don't get me wrong, the 7850 is not a bad card, it's just get outperformed by others. Maybe you can give us the budget you're working with to see what you can get. In the meantime, your best bet to see for yourself how the gpu you want to buy will perform, do a search on youtube with he name of the game and the GPU, most likely somebody has uploaded a video with a system similar of what you want to get.

For instance, searching for "crysis 3 7850" gives you this video: http://www.youtube.com/watch?v=QmFKoABQk0o where the guy have a system similar to yours, with a weaker processor but same graphics.

Oh okay. So my budget is what I've stated for my system. On the other thing, do the size of the RAM will affect the gaming performance? I mean the difference between 4gb and 8gb ddr3

If you can get a 79XX or a R9 280x then go for it by all means, but they're much more expensive. For RAM, you want 8GB, as 4 is proving to be a bottleneck for certain games. Now this is all under the assumption of you wanting to play AAA titles which are the ones that will squeeze your computer, other titles will run just fine with a 7850 at their highest settings.
