Low/Mid-End Gaming PC Opinions? Budget: $600-$700~

Hello, I'm looking to build a gaming PC, since 2 yrs ago I've using a HP Envy 17, w/ i7 3rd gen. and for a laptop its really descent playing games.

Now I want to build a Mini ITX PC, Planing to spend up to US$700 (maybe some more), I already have the HDD(750gb/7200rpm)/Optical Drives from my old PCs, and planing to take off from my laptop the SDD(128gb) I got for it and use it on my new PC.

Already ordered the Case(Cooler Master Elite 130) I want, kind off in love with it (so hard to change my mind about it)

Was considering the i3 processor, but not sure, kind of wanted the i7 like my laptop, I do quadruplebox some MMO games, and CPU usage get up to 30% so I dont thinks, that I really need an i7, but not sure about dropping from a quadcore to a dualcore, about the memory, its up to 5.5gb so I guess Memory is really important in this case.

I think the GPU could be better, but to be honest I've been away from PC parts for few years, now I'm really lost.
Also was thinking about a Water cooling for the processor, but no sure If I really "need" it, dont pretend to OC anything ~.~.

Any suggestion/opinion is appreciated.
