1st Time Building a Gaming PC

Hello, I'm from the Philippines and I want to build my own gaming PC. Not really a High End One.
I only have a budget of Php30,000 (Currency here in Philippines) = $683.76 Though I can increase it to $700 but will not exceed $750

Here are my specs that I have in mind:

Since this is my first time, I want some comments, suggestions and recommendation for my gaming pc with the budget I only have.

A suggestion build from me is:
cpu:
fx-6300
gpu:
r9 270 / 7870{ghz} depending which is cheaper
case:
cheap case u like, i recommend the cooler master N300 if its under 40$
mobo:
Asus M5A78L-M/USB3 Micro ATX
ram:
cheapest 8gb kit u can find that has a well known brand name
psu:
FSP RAIDER 550W 80+ SILVER
hdd:
1TB WD blue
cpu cooler (optional):
cooler master tx3 evo
should come under $700, if it does, get a cpu cooler.

How about MSI N760 TF OC 2G DDR5 as my GPU? What do you think?

the 760 is way more expensive than the r9 270. If you overclock the r9 270 you can get gtx 760 performance while it is about 70$ / 50 pounds / 60 euros cheaper, not sure about the phillipines.
And something i have to tell you: NEVER CONSIDER MSI, their quality control has gone down, and still is, that is why it is dropping out of the market

Hmm.. Can I upgrade the CPU to FX-8320? What you think?

Sapphire HD 7870 2Gb is $224.501 here.
While ASUS r9 270x 2gb is 250.69 here.

Which is better if you don't consider the price? Is Sapphire a good brand?

Is the r9 270 (without x) available? that is the best value for money performance oriented gpu, if not, the 7870 is the better choice.
Sapphire is the best brand for AMD cards, i personally have 2 sapphire r9 280x's and they are working flawlessly. Before that i had a sapphire 6850 which also worked flawlessly.

Nope. All r9 270's here are with (x). Even the saphhire ones.
Here are the Sapphire r9 270x's available:

Thanks. Two more question if it's okay.
1. The mobo you mentioned is not available, is ASRock 960GM-VGS3 FX alright?
2. Can I upgrade the CPU to FX8320 so that I can have a 8-core? or FX6300 is more than enough?

Total of $696.

But if I upgrade to FX8320, total will be $738.46 whick I'am willing to.

What do you think? :)

I think that if you want to skype, game and maybe live stream at the same time then the 8320 is better. The fx 6300 does the job although the 8320 is a little better in gaming and multi tasking. Depends on your needs. Also, the motherboard isn't very good, it doesn't even have USB 3.0 which is becoming a standard now. Is there no other motherboard at that price range available to you?

Well it's the only mobo with 2x 3.0USB that is near in my price range. Other choices are all 2.0. -_-
Can I overclock with the cheapest mobo I chose?
