My PC Can Run Everything But Far Cry 3, Please Help!

Hi everyone so I'm pretty sure that my PC can run Far Cry 3 at least on High, but the game runs only at 40 fps on low. Is it a problem with the game? Do I need to edit some configs or is there something I need to do with uPlay? Here are my system specs:
Nvidia GeForce GTX 650
Intel Core 2 Quad Q6600 @ 2.4 GHz
3.25 GB of RAM

I should also mention that I can run RAGE on Max, Skyrim on Ultra, Civilization V on High - Ultra, and Borderlands 2 with no problem at 60 fps at 1280 x 1024 resolution.

Please help, I really want to play this game, and thanks to anyone who helps me out with this problem!

the far cry does not use multi cores so you are like running it on core 2 due 2.4 ghz
try over clocking to 3 GHz at least remember the cooler
try going for 2.8 first
if that doesn't work try reinstalling your gpu driver

If I try overclocking to 2.8, is there any way that could ruin my whole computer? Also is there an article that shows a simple way to overclock?

my first OC was to an e7300 2.66 GHz to 3.2 GHZ my cooler wasn't good
so when i use the cpu much it shows a blue screen and i need to restart
but on 3.05 GHz the system was stable even the cooler
400 MHz isn't much the real OC starts from 500 MHZ for me
google it for your mobo youll find an easy way
