Budget doesn't really matter since I'm not in rush for a gaming pc. I can go at most $2,000. If you can, please give me a full build! Thank you for your help.

I mean he will go 120$ out of budget.
Btw is not necessary to have 2 GPUs and monitor but with 2000$ budget for gaming pc you can have them both.
And i add you a SSD for your OS and Programs you wanna run them faster.
You can have it with ur budget.

So i will suggest you to got for double GTX 770 because they are better from 280x, also you dont need a High End CPU Cooler, because you dont have to OC your CPU for gaming.

So go for this one.

Hold on, it said on the site "ASRock Z87 Extreme4 ATX LGA1150 Motherboard has onboard USB 3.0 headers, but the Cooler Master HAF 912 ATX Mid Tower Case does not have front panel USB 3.0 ports."
