Windows XP Install stuck

Trying to install windows xp with sp3 from CD. Here is my miserable story;

THE PROBLEM:

Windows gets stuck at the installation part "Setup is starting windows". Brand new hard drive, clean install.

COMPUTER TYPE: Toshiba Satellite M45-S2692 LAPTOP 2GB of RAM


THINGS I HAVE TRIED:

Disabled everything I could in BIOS.
F5 and F7 instead of F6 for RAID drivers.
Reset back to default BIOS.
Tried different install CD's(installs fine on others comps I have)
RAMTEST86+
Installed new RAM
Let comp stay at that screen over night thinking it might load, but woke up and its still at the same screen.
Nothing is connected to the comp expect power cord.
Set boot priority to CD-ROM first.

Nothing works. All data I have read says this is a hardware issue. Only thing I can now think is wrong is the motherboard. If anyone has a solution please let me know because I am about to trash this thing.
 
If the drive mode in BIOS is set to AHCI, change it to ATA (some BIOS call that Legacy) and try it again. I did have a system that would not install Windows due to a motherboard issue, but only one in many years that I ran across one like that.
