What does 'Windows 8 Pro Downgraded to Windows 7 Professional' mean?

Ok so I'm looking to buy a desktop pc with windows 7, and I've come across a pc that says it has Windows 8 Pro Downgraded to Windows 7 Professional OS. I'm confused however, as I'm not sure if this means the pc has windows 8 or windows 7?

Could someone please clarify?

Depends on if you read the description right. It may have Windows 8 with a downgrade license for 7. If it actually states that it was "downgraded" as in the past tense, to me it would mean it came with Windows 8 but had Windows 7 installed on it.
