As stated, I want to include the AMD FX-8350 and the R9 270 card in the build. Help me fill in the rest, probably want 2x4GB RAM, and a 1TB WD HD, and likely the Rosewill CHALLENGER Black Gaming ATX Mid Tower Computer Case. I definitely need some recommendations on the motherboard, I was considering the ASUS M5A97, thoughts? What is the difference between a 970 board and a 990X?

Well with your requirements this is what I have, which is $160 over budget.

I suggest getting a 8320, as a 8350 isn't worth it atm at $200, it was around $140 on blackfriday / cyber monday. You can find a lower case. For the PSU thats the best one for the price atm, you can pick a corsair CX one but they aren't the best series from them.

Should go with the antec PSU I suggested and people been saying MSI quality control is pretty bad atm, but I can't say I had any bad experiences so far with recent products.
