The fact that the issue is seen on your screen and not in the capture suggests the issue is actually in your screen, not the computer.
Screen tearing occurs when the graphics card redraws the screen faster than the monitor can display it.
This results in lines across the display.
What you have described is not screen tearing.
1. Try turning down the backlight and brightness on your screen.
