Hi everyone.
I ran coretemp and my cpu runs at about ~74C without any programs,and my computer runs pretty slow even without a video card..
Does my cpu temperatures affect my performance ?
Would changing the cooler or replacing thermal paste help ?

Those temperatures are extremely high for idle. That means at load you're probably looking somewhere in the 90's, which can be damaging. Your system will throttle performance if the temperatures are too high, so yes, high temps do affect performance.

At very least you need to clean the dust out of the computer, especially the heatsink and fan. Perhaps think about reapplying the thermal compound, making sure to clean off all of the old stuff first. It's relatively cheap and easy to do, there are many guides on YouTube for it. I would say that an aftermarket cooler is the last step, especially for that CPU.
