Only 2/10 depending on confidence.

Just touch the case to ground yourself and try to only touch the heatsink and edges of the PCB and remember to attach both pci power cables to card.

I would also clean any drivers away from old card using driver fusion. Just load it and select the brand of card you had and clean then restart.

Grab latest amd catalyst beta drivers 13.11 9.5 from amd website and install them when you restarted from clearing old drivers, install them as custom and only install the display and HDMI drive er for best compatibility.

My old Graphics card is a GT640 so should I uninstall all of it's drivers then turn off pc, wait 15 mintues for old psu to cool down, then after I am done with the installation of the new PSU and Graphics card, reboot the pc as normal
then install the new drivers I have on my desktop for the AMD?

Uninstall drivers, run driver fusion so that it checks that any leftover files are not remaining, shutdown, start again and install new drivers.

When you say Shut down? Is that the period that I turn off my PC and change the PSU and GPU? Then turn it on and install the drivers? also whats Driver fusion?

Yes. Driver fusion is a software that helps you uninstall and reinstall drivers. You don't want to tinker with files in C:\WINDOWS\system32 will you?

Yup, everything. After you restart, it should look like you've gone back to the 1980's.

yeah clear everything pretty much, another handy program to keep your computer nippy is ccleaner from piriform.

run the file cleaner and the registry cleaner till it finds no more errors.

is very good for sorting a lot of problems.

another good tip, for best compatibility it is good to do the driver fusion fresh clean like shown above whenever you update your drivers for best performance also.
