Low Budget Gaming Rig ((is it better than my current one))

My pc is going the way of the dodo. Well it's not that bad, but i can't play "next gen" games on it. for instance, i could run BF3 on minimum at 800p ((1280x800)) and get 32fps. but i heard about it running more poorly in multiplayer, so i asked various forums and friends if my rig would do multiplayer. they said no, but i tried anyway, and got an astounding 17FPS, not acceptable. which leads me to believe that i probably couldn't even boot up BF4.

So my dilemma is i need an inexpensive new gaming rig, with room to upgrade. my budget is $800 or less, which must include a 16x9 monitor((my 16x10 makes movies HIGHLY letter-boxed)), a legal copy of windows, and a disk drive for installation of said OS, and the smallest form factor case that will fit a micro atx motherboard which has at least 6 expansion slots, 2 fans, and USB 3.0. the rest of the system should be flexible/upgrade-able ((for instance on the build i made, an i5 could replace the i3 i chose, later down the road when i get more cash))

i have 2 questions
1. is it better than my current rig ((pre-built Dell xps-420, q6600 quad core 2.4ghz can't over clock((locked mobo))::4gb-ddr2-800mhz ram+2gb-ddr2-667mhz ram=6gb mis-matched ram::GT430 2gb))

2. Can a better system, fitting all the requirements, be built for the same cost ((please use the site www.pcpartpicker.com and configure it to ONLY take prices from newegg, and when checking the cost use the BASE TOTAL because promos, and discounts don't last forever. thanks in advance.))


Note: i don't want "know it alls" to try telling me that the i3 isn't good enough for gaming ((i KNOW that it is, i've seen many videos of proof, infact a very similar setup could run bf3 high 1080p 30fps 32 man multiplayer)) i also don't want people trying to tell me that i should pirate windows, or drop the disk drive(which i only get to install windows). saying that doesn't help either one of us, so don't do it.
