Budget Workstation - First Time Builder

Hello,
I'm a first time builder who is also new to 3D rendering. As I am inexperienced in both areas any guiding wisdom would be greatly appreciated. My priorities are creating and rendering animations, as well as video editing.

A few questions I have:
1.) For a budget render build, am I correct in going with an 8-core AMD instead of a 4-core Intel?
2.) I've seen budget builds listed with no GPU included. Are those purely intended to be render farms, or should I drop the GPU in favor of a better processor?
3.) If I do require a decent GPU for the viewport, is the one I have appropriate? I consistently read that many expensive gaming cards are outperformed by cheaper alternatives when it comes to the viewport and I honestly have next to no idea how to discern them all.
