R9 270x Full Screen problem

I just installed the R9 270x. I have a 24" 1920x1080p monitor and 19" 1400x900. My 24" is not displaying at full screen. Only like about 80% screen is used. The 24" monitor now looks like a 19" monitor inside my 24" monitor. How do you fix this? Also, when I use both monitors, the only option I have is duplicate monitors. I want to extend the monitor. The ATI driver sucks. I never had this issue when I was using Nvidia.

Right-click your desktop > Screen resolution

Set to extend your desktop onto the second monitor.

I messed around with the Catalyst Control thing, I was able to change duplicate to extended.

I figured out why my 24" monitor is displaying the 19" size on the 24" monitor. It turns out Catalyst control Underscale my 24" monitor to match the 19" monitor size when using the extend 2nd monitor mode.

Another problem now is my Aero theme is not fully working. The color scheme is like the non Aero theme color (sky blue). I want the Aero theme again. I have the Aero theme enable.

huilun02's solution was not the right answer for me.

I'm on Windows 8.1, using Sapphire R9 270 and the issue is with my LG TV. I had to go to the Catalyst Control>My Digital Flat-Panels>Scaling Options. The default was 10%. I had to change that to 0%. Then, of course, change the video option to Just Scan on your TV.
