What specs would you recommend for this person based on their needs?

I have offered to build my brother a computer to get more experience plus the fact that he wants a PC but I am not sure how powerful of a CPU to give him. He would use it for light gaming like Sims 2 and 3 and general internet browsing, that's it. Would he be fine with intergrated graphics or would he need dedicated?

how much money are you willing to spend on the system? will he need just the tower, or will he need everything else: Keyboard, mouse, speakers, monitor, OS?
