Multiple psu problems?

I don't understand why my psu is making a clicking noise.
I just had a corsair cx 600 that made a clicking noise and i got it tested and it had no faults with voltage. to be on the safe side i replaced it with a seasonic m12ii 620. i noticed that the seasonic also makes a slight clicking noise. what is this problem? it makes the noise even when the pc is off.

It sounds like a cable or connection somewhere is shorting on the case or PSU ground. check cables for damage. check motherboard isn't touching the case. Maybe remove all non-essential items (fans HDD etc) and see how it goes. Add them in one by one and when it starts clicking again you know which one caused it.
