How to ACCESS Windows 8 SAFE MODE without hitting F8.

You can be lightening fast at that F8 Key, but it will never let you in! You must do the following:
1/ go to sign in screen, if the screen is dark, you have to press: control alt delete holding all three keys at once for a second, and the menu will open where you will find hidden in the lower right corner, an Icon; place your mouse arrow over that Icon, to look for the restart option.
2/ as soon as you find the restart option, HOLD THE SHIFT KEY DOWN while you take the mouse to CLICK on RESTART, when the screen goes dark, remove your finger from the shift key. The computer will boot up in a new type of safe mode where you can perform several commands depending on your problem.

Follow the instructions here for an easier way, especially if you can't get into Windows itself. This will allow F8 to work at any time.
