Is my computer being bottled necked by GPU or something else?

Okay, I built my computer last year and I've had a few Graphics cards upgrades since then, and with the lastest one I've seen that much of a upgrade and most games are running at quite low fps like around 30+ nowhere near 60.

Anyways my specs are as follow-

MB - Asus M5A78-m LX PLUS
Chipset - AMD 760G(780L)/SB710
CPU - AMD Athlon II X2 260 3.20ghz (AM3+)
RAM - 4.00GB
Graphics - EVGA Nividia GT 630 DDR3 1.00GB
Sound - ACL887 8-channle HD (realtek)
LAN - Realtek 8111e Gigabit LAN
DVD/RW - Liteon External USB drive
HDD - 500GB Seagate
OS - Windows 7 Home Premuim x64
PSU - 650 Watt Dell PSU

Now the card is in question is the GT 630 and I'm wondering is it dragging my computer down? and should I upgrade the card?

Would that be a better card for my system? and also should I upgrade anything else in the future?

Alright, so far I see that the CPU is a little out of date and the GPU is pretty old.
What would be a good upgrade for the CPU? and I've heard that the GTX 650 Ti is still good for current games.

Well I've been wanting to play Skyrim and GTA 4, and a few other games along the line and at the resolution of 1440x900.
And I'm hoping for some decent fps like around 40 and above.

Okay thanks, I'll look into the CPU first, and since its a FM2 CPU I'll either see about finding the best AM3 Cpu or invest in a New MB.
But the new MB might not be a bad idea since my am3 board I guess is pretty much obsolete.

I don't know I might just invest in the graphics card first for the time being. Thanks :)

Ah seems it can, so I'll stick with my current MB and invest in the CPU first. then the GPU.
Though I completely forgot about the FX support on this MB, hell this will save some money on upgrading the MB.
