If you are new then I very much doubt that you will become a moderator immediately. It's a matter of trust.
I don't know - I'm guessing from similar sites - but I'd guess that it is by invitation only as a result of posts made in the past. And - again I'm guessing - I would suspect that those who ask don't get.

Make good posts. Help people. Get lots of "Best Solutions". Learn good English. In other words, prove yourself.

But why this burning desire to be a moderator? What do you have to offer the forums that is special?

There is nothing you must do or requirements you must meet to become a moderator, the way it works is that an individuals name is raised by someone within the Mod team who thinks they would be a good fit for the position. From there each Mod can have a say in whether they think this person is a good or bad idea and we decide whether to go ahead with elevating that user.
Its very much subject to opinion and other human elements, its not like if you hit this post count your automatically a Mod or even necessarily in the running's to be one.
My advice, answer questions, keep active on the forum, stay civil during (and report) any conflicts you come into and be yourself. If you get a reputation as someone who is level-headed, has a great knowledge of the areas they respond in, consistent presence in the forum and a history of either defusing or not participating in conflict then your name may just be raised.
