my cpu is at 4.4 at 1.203 v , while in windows ive notice when you move things it begains to shutter? what can cause this

not sure if I understood you correctly do you mean stuttering while grabbing application around the screen by the mouse?

It's seems to lag as you bring Windows across the screen, it starts to freeze
