wanting to upgrade and would like to know what is the best option

i would like to upgrade my computer that was built 3 years ago and would like to know what my best options would be if i where to spend 100 200 or 300 dollars. here is my current build

Your RAM is fine, your PSU is pretty good. You should probably get a new CPU, motherboard, and video card, as those are all pretty weak. I would suggest an Asus M5A97 R2 LE and 6300 and a 7850. http://pcpartpicker.com/p/zXPq It is slightly over your budget, but you will not regret it.

Do you think this option would be better than if i bought a video card that took up most of my budget?

Much better. You would have a bottleneck if you got an expensive video card.
