Cable Modem Signal Levels and Attenuators

I have a Motorola Surfboard SBG6590 Wireless Cable Modem Gateway. The specification for the Downstream Operating Level is -15 to 15 dBmV. And the Bonded Channel RF Level Tolerance is 10 dBmV. I don't understand the relationship between the two specifications.

A cable company technician placed a 6dB attenuator in the line to bring the modem input signal down from around 8 dBmV to around 2 dBmV. Why is it important to do and how does it relate to the level specifications?
