Sapphire HD 7950 wont lower vcore on idle

Today I was checking out my voltages to see if I could lower my voltages a bit and came across my gpu. Ive noticed in gpu-z that my voltages are at what I set them to in Trixx (1.2V). I want them to be lower on idle but can't seem to make that happen. Would anyone have tips on this situation?
