Upgrade help: GPU or CPU

I will be upgrading my PC and I'm wondering if I should upgrade my GPU or CPU to get better gaming performance.

Gigabyte GA-A75-D3H
NVIDIA GeForce GTX 560
AMD A6-3650 APU with Radeon(tm) HD Graphics (4 CPUs), ~2.6GHz
DDR3 8GB RAM

Are you sure? Because I remember when I bought my card one of the first games I tried was Skyrim in which I got bad performance compared to what the reviews showed. I'm not sure, but it also seems that in a lot of games lowering the resolution doesn't 't give me as much as performance boost as it should have if my GPU is holding back my system.

I was going to upgrade to an either 270x or 280x, depending on for how much I can find it. Does that make any difference?
